Description
The HSE Assistant Area Manager will be responsible for the overall supervision and safety administration in support of the HSE Area Manager. Typical duties to include but are not limited to; Staffing HSE positions, Safety Accountability Program (SAP) compliance, accident and fire protection programs, and Risk Management issues, while assuring full compliance with company, client and state/federal safety regulations. Essential Functions • Actively supports the Company’s commitment to safety and its “Core Values.” • Represent the Company at all times with high moral standards while adhering to the Company’s “Code of Business Conduct and Ethics.” • Ensure full compliance with all company, state/federal and client HSE regulations are maintained at all times. • Actively participate in the development and implementation of safety policies and programs, safe work practices, HSE training programs, and drug testing policies. • Provide technical and administrative direction to HSE personnel. Hire, train, evaluate, and terminate HSE personnel. • Work with the HSE Director, OU Managers and Regional Managers to develop HSE goals and a written safety action plan to assist in achieving the goals of the business units. • Initiate and participate in all accident/incident investigations with operations personnel to determine Root-Causes and develop a Corrective Action Plan. • Lead in controlling hazardous working conditions and unsafe employee activities through interface and teamwork with project and/or operations management personnel. • Actively monitor Accountability Programs on all projects for safety-related issues and work with supervision to ensure uniform application of safety-related discipline. • Review compliance with all drug and alcohol consortiums and maintain a current list of Matrix NAC employees for the random pool, where applicable. • Review and provide input on safety-related provisions in contracts and bid proposals, as needed. • Review and approve all Site Specific Safety Plans. • Verify that required training for supervision and field employees is in compliance for new hire/re-hire orientations, client orientations, S.T.A.R.T., etc., as required. Conduct/or schedule other training as may be required to maintain compliance with Corporate HSE Manual procedures, client requirements, or state/federal safety regulations. • Lead in compiling and validating HSE data and compliance reports • Perform various regularly-scheduled and ad hoc site inspections and audits (e.g., operational safety, industrial hygiene, environmental compliance, targeted risk reduction, and others as directed) • Lead in execution of program requirements (e.g., training, PPE, injury case management, etc.) • Provide focus to critical business initiatives (e.g., fatality/catastrophe prevention, injury reduction) • Infuse process rigor and standardization into HSE programming • Work with consultants and contractors on related HSE issues • Conduct HSE training and outreach initiatives • Integrate HSE function with site operations • Support an HSE compliance strategy and planning process to assist operations • Perform additional assignments as required or assigned • Travel as necessary to assure the above-mentioned essential functions are actively adhered to within the company. Local travel may comprise up to 50 percent of work responsibility with extended area travel being conducted on an as needed basis. Qualifications: Required • 7+ years of utility power generation, transmission & distribution-based electrical HSE experience • 4+ years’ experience in a safety supervisory/management role. • Strong oral, written, and interpersonal communication skills; excellent presentation skills. • Experience in implementing HSE programs • Strong computer capability including MS Word, MS Excel, MS PowerPoint • Ability to interface effectively with all levels within the company as well as outside stakeholders (regulatory agencies, customers) • Desired • Bachelor’s degree in occupational/environmental safety and health management or related field desired. • CSP or ASP certification. • Excellent understanding of project safety planning/management. • Creative problem-solving and troubleshooting skills, including TapRoot and other tools • Compulsive attentiveness to detail and timely task execution • Competence in basic statistical analysis • Strong oral and written communication skills • Strong interpersonal and leadership skills Physical/Special Requirements: Work may involve standing and walking for extended periods of time. Work may include occasional pushing, pulling or carrying objects weighing up to 50 pounds such as tools and equipment.
